[Fists] FISTS petition filed with the FCC

Hi Nancy,

It was nice seeing you at the Lapeer Swap. 

Just read the FISTS petition. It was a well written, would I expect anything
less from you, and I believe is a very appropriate stand for the FISTS
organization. I believe it is a good representation of opinions of FISTS and
"old timers" keeping code requirements and toughening the written. 

Overall, I agree, with slight twists here and there. :-)

As a Volunteer Examiner, I find there are more people copying code and passing
on 25 letters copied. The funny part is that they don't understand that the
first call is the receiving station. I was taught that "DE" meant "from" ... oh
well. Nobody has passed the "fill in the blanks" method in any of the test
sessions I have been in since the "multiple guess" was changed to "fitb" 

I'd like to see the sending requirement have meaning. Folks are passing the
code without owning a key, let a lone not knowing the first thing about how to
adjust and send with one.  Guess, I'm old fashion!
