John: I think you misunderstood when you heard the DX station say "FISTS
ONLY". He has that right, and he like many others, are seeking the
new award and was looking for more points. I cannot fault him for that.
Sure, we are a club that purports courtesy, etc., but some who are
looking for certain contacts for awards are Free to say FISTS ONLY" and
in my opinion, that is okay. When I am operarting the club station W5YA,
I call CQ FISTS and when someone else answers me, I come back and 
explain that I am trying to give out points for the extra credit that
members are looking for and usually give him/her the web page so they
can join the fun. If someone thinks wqe are being snobbish, trying 
calling an FOC member during their contest.
