[FARC] New Web Site - Is ready.

Greetings,

The new web site is essentially ready. The News articles from the 2006 -
2008 era have been omitted from the new site.
Events Calendar is loaded up. Media Library - "The Digital Library" has been
started. There are a few items, such as membership form, that I'll need to
be "site live" to fix.

All other page content from the old site has been placed on the new site
pages. The old site has not been modified in any way, however both cannot be
running at the same time.  They can be switched on or off as needed.

Here is my proposal. Switch to the new site for a bit, let folks run through
it. Fix any errors found, and then decide if we leave the new site up, or go
back to the old site. Until someone wants to admin (what little there is of
it) the site, and I can show them how it is done, I can fill that need
should the leadership desire.

Should there be a need to switch the sites, it literally takes about 1
minute to do.

Until I have the ok of the leadership; I will monitor in standby mode...
