[FARC] Mayrnalnd CW Nets Moved - MDD = 3557 kHz & MSN = 3563 kHz

Keeping with the theme of changing net frequencies:

The MDD (I think that stands for Maryland Delaware & District of Columbia)
net has moved from 3643 kHz to 3557 kHz.  The Maryland Slow Net (MSN) has
moved from 3717 kHz to 3563 kHz.  The rule changes in December limited
operators with general class licenses from operating on the old frequencies
above 3600 kHz.
