I think it's good practice to always identify when making any transmissions
on repeaters. Testing tones and combinations has been a problem since
repeaters began using control codes (before the days of asterisk).
I was under the impression that some measures were in-place as a result of
earlier hack attempts. I may have misread those earlier messages where you
and Paul implemented some measures within the last year.
In any event It's good operating practice that should be second nature to
all users. I when hearing someone sending tones without identifying to throw
my call out there to see if they need assistance. Most of the time the
person will identify themselves or just go away. That approach sound more
proactive than putting the repeater in sleep mode.

I monitor the K2ETS repeaters quite often, and have observed an
operating practice that MUST be corrected.
Touch-Tones sent on the repeater can be for AllStar use, OR to control the
repeater. As such, control operators need to know WHO is sending tones.
If you do not identify yourself, a control operator must assume you are a
hacker trying to access the repeater.
You need to identify your station BEFORE sending tones.
The correct practice needs to be as follows:
Key up and say " K2XXX sending tones " followed by the sequence. It's that
easy.
We need to make this the ONLY acceptable way to use our system.
In fact, this should be common practice on ANY repeater you use tones on!
