[Elecraft] OT-P3 capture of a 17M intruder

I sent CODAR a message and a screen capture from the P3 yesterday.
The president of the company said the signature of the RF signal was
not from their radar. He was very helpful, saying that if I could
send him a recording of it he might be able to help find out what it
is.
