[Elecraft] OT-P3 capture of a 17M intruder

There is one that is about -70 dB at my Minnesota qth on 3.950-60 MHz (as I recall). It is ten KHz wide with a second 10 KHz wide signal right above it in frequency, but about half as strong. However, I have seen times when the second one wasn't present, or was being covered by other signals.

I see it late in the evening after 10 pm cst and it lasts non-stop, with no let up, for hours. Other people with pan-adapters have asked about it. It reminds me of a digital TV transmission. It is nicely shaped and stable.

Anyone have any ideas as to what this is?

I have seen similar signals before, but not in the amateur bands. Today this one marched across 17 meters. Details in the posting.
