[Elecraft] OT-P3 capture of a 17M intruder

See this for a similar signal (quote from LP-Pan Yahoo group):

I am referring to the wide bump centered on 14180. It's hopping back and
forth
inside the 20m band. The recording has me chasing it by clicking on the
center
every time I see it. It's sometimes only seconds between it disappearing
from
one frequency and reappearing at another. It's ongoing as I post this."

This was only about 10kHz wide and wasn't wandering but rather jumping
between several frequencies. One suggestion I have seen is that it is a
military radar.
