[Elecraft] Help with C22 RF Board

if this is the correct Cap. ( see attached.) It says 2.7C  ,, not "2R7"

Is this the correct one.?

I bought a $49 dollar radio shack meter today that has a Cap measure
feature. Can I get accurate measurements with this? Does not seem like for
the couple I tried?
