[Elecraft] K3 resistance check prolblem

I'm assembling a K3, and I'm doing the resistance checks on page 45 
between U12 and U13 to ground [Rev L6 manual]. U13 measures around 450 
ohms to ground [OK]. U12 initially measures 900 ohms, goes up to about 
2.5K ohms in a second or two, and then drops to 0 ohms. I'm using a DVM 
to make these measurements. Any comments about this finding will be 
helpful. I'm stopped here until I can get this cleared up. Thanks much.
