Apologies for being a "stickler" on the details, but I see no units of measure above -- and moreover, QST has failed to show units of measure on the vertical scale of their product review graphs.  

Does this mean that the Flex 5000's phase noise power is -123 dBm referenced to some noise B/W and thus -144 dBc/Hz (i.e., -123 dB + (-21 dB))?  Or, is it -123 dBc/Hz?
