Can't say I agree with that. I would suggest it is the complete opposite.
A sphere has the greatest enclosed volume for a given surface area and
this would logically follow for the area enclosed within an infinitely
thin section of that sphere or a cross section of a round conductor.
A 10mm round conductor has a cross sectional area of 78.54mm^2 and 31.42mm
circumference.
A 15.21mm x 0.5mm flat strip has a cross sectional area of 7.61mm^2 and
31.42mm circumference.
A wide but thin flat strip conductor with very little volume has a very
big surface area to volume ratio and represents better material
utilization value for conducting skin currents.
