[Elecraft] PLL Reference Oscillator Range Test - Out of Range

Hello to all:
Have just completed construction to Alignment and Test, Part II.
When running the PLL Reference Oscillator Range Test,  I get the
following  readings:
Ref. High Freq: 12091.28
Ref. Low Freq: 12086.68
Range (kHz): 4.6

The manual reads that the acceptable range is 9.8 to 13 kHz. As you can
see, this is not the case.

When I did the 4 Mhz Oscillator Calibration, I got a reading of 12091.49
(acceptable).
I do not have an external freq counter to use. Also, the shortwave
receiver that I do have does not have SSB so I was going to wait and do
the WWV calibration method mentioned.

My question....is the 4.6 kHz range acceptable or ????   Any ideas on
the problem area if this is not acceptable.
