Your "After" the mod section is fine (redo CAL FIL, CAL PLL. However, you
can't tweak C22 and listen at the same time.

You need to tweak C22 down 400 Hz, and redo CAL PLL, and then recheck the
accuracy. Then tweak it a bit more (or not, or less), and redo CAL PLL until
you are happy, then redo the CAL FIL.

There are other ways, but this one requires only WWV.
