John,
Power problem first - you apparently have a short somewhere. It sounds to
me like the thermal fuse is trip is doing its job by removing power if one
side of it goes to zero volts when you engage the switch. The 12 volt line
goes several places from R115. Drag out the schematic and look for all the
points that are labeled 12V, and look carefully at those points on the
board. You can isolate it to either the control board or the RF board by
removing the Control board and checking the resistance to ground on each of
the boards.
Secondly, a problem on only one band says the problem is confined to only 3
areas (all on the RF board), the Low Pass filter for that band (but if it
were there, 15 meters would be bad too since the same filter is used), the
bandpass filter for 17 meters (C32 and C34 only because all the other
components are shared with 15 meters), or the VFO range select (but those
components are used on other bands too), so the most likely suspects are C32
and C34.

Last night I resoldered a lot of the joints on the control board and rf
board because I have an intermittent problem with 17M(which I think is
because of a cold joint, cause sometimes it works sometimes not). Just got
a new Hakko soldering iron. Did something bad cause now It wont even come
on. When pluged in with power supply on I get 13.7V from J3 PLug to both
sides of F1 the thermal fuse and one side of the switch. When swith is
cycled the voltage dissapears on side of the F1 Fuse. Everything from J3 to
R115 apears to be fine. From R115 where does it go?
Pins 1 and 2 on J7 are labeled 12V like the smaller power schematic in
Apendix B.
It did work before I started messing with it. All bands fine except 17M
which has a flutery sound where the signals are constantly breaking up.
