Right, George, try this:

TAP the MENU button and rotate the tuning knob to get SIG.
HOLD the MENU button and the display will change to H  5 (or something 
similar).
Turn the tuning knob and the display will change to L 76 (or similar).
With the tuning knob select the highest value of L (between 30 and 99) 
that will give no segments lit on the S-meter with zero signal.
You will have to exit from the menu each time you adjust in order to 
check the S-meter.
Having done that, apply an S9+20dB signal.
Enter the SIG menu again and select the value of H with the BAND and RIT 
buttons to enable all segments to be lit.  The parameters are between 2 
and 7 (Not 2 and 6 as given in the Revision A manual). Again, you will 
need to exit the menu to see the S-meter display.

If it's any guide, the settings on my KX1 are H  4 and L 76 to give the 
correct settings.  Naturally, you can alter the value of H to make the 
S-meter more sensitive.
