The scanning routine switches to fast AGC in all cases because this helps with
signal tracking. However, I'll add to the wish list the ability to restore the
user's originally-selected AGC mode when scanning is stopped.

Yes. This memory is probably set internally for 60 meters, even though the
display shows 28.0, which can happen as a side-effect of a firmware update. You
should be able to clear it up by simply storing anything other than a 60-meter
frequency in this particular memory, using STORE.
