An FM scanner is channelized, and the agencies and companies using this mode
must stay on channel, so it is easy to get it right. Also, FM will tolerate
some mistuning and still recover the audio.
SSB is much trickier to tune, and HF Amateur radio is not channelized
(except 60 meters, of course). So, you have to tune in the signal once the
K2 finds it. The primary purpose of the K2 scanner is not to eavesdrop; it
is to find activity on an otherwise quiet (dead?) band.
