[Elecraft] KAT2 assembly

Bud,

Elecraft must have located shorter coax jacks since the field test of the
KAT2.
When I assembled my FT version, the coax jack bodies were taller than the
standoffs and required the solution of placing the lockwashers between the
standoff and the board - and not all the field testers had a problem.  I do
recall because I was one who had the problem.

If you do not have a clearance problem, either way is OK.
