Any adjustments (to calibrate the rx freq) you make to C22 aren't evident
until you do a CAL PLL.

The manual gives a procedure to calibrate the dial using C22 (and a CAL
PLL), however if C22 isn't at exactly 4000.0000 kHz, then the built-in
freq counter will not be accurate.
