The fan will stop once you calibrate the KPA100's temperature
sensor against the known room temperature (in degrees C).

As far as the low voltage is concerned, check to see that the crystal
oscillator associated with the voltage multiplier is functioning.
Then check to make sure the associated toroid is wound and installed
correctly.  Lastly, make sure all the associated diodes are installed
correctly.
