Not necessarily.  You can set it to run low all the time, then switch
to high automatically when the heatsink gets hot.  But normally the
fan stays off, and cycles to high, low, and off as needed.

Setting the fan to run low all the time doesn't seem to reduce the
amount of time the fan goes high, at least in my experience so far.

When I built my KPA100, the fan ran high as soon as I applied power.
It was only after I performed the temperature calibration when the
fan turned off.  Now it cycles low, high, and off properly during
operation.  I have also noticed the fan sometimes turns off when
I press the PTT button, perhaps to keep the background noise to
a minimum.
