I think this would be a great problem for the artificial intelligence folks.  A cross 
between AI and DSP might be able to solve this problem in a few years.  Then we could 
have computers competing against each other to see which one has the best set of 
algorithms.  I think this would be a very interesting problem to set in front a few 
computer engineers.  Might even be a Ph. D. dissertation in it for someone.  I am 
pretty sure the avid student could find funding from the DoD for this project.
