[Elecraft] ELECRAFT NET: Would the Elecraft Net be seen as "contesting"
If it was on 17m?

My 2 cents worth:
1) The ARRL offers certificates for WAS using "Any or all amateur bands"
(ref: ARRL operating manual). Contacts made on WARC bands obviously
count. Thus, we can assume it is OK to award certificates for activity
on WARC bands.
2) The main purpose of the Elecraft net is a NET, not a contest. It is
certainly not taboo to send your radio make, model, or serial number
over the air, even on a WARC band, while participating in a net.
3) The only grey area (possibly dark grey) is the mention of awarding
certificates for 1st, 2nd, 3rd place, which makes it sound like a
contest (Nobody gets first place participating in a NET).
4) If certificates are really desired, perhaps they can be awarded to
anyone making, say, 100, 200, or 300 contacts with other Elecraft
stations. There would be no 1st place, etc. This would be completely
analogous to the ARRL WAS awards and could not be construed by anyone to
be a contest.
5) This is similar to 10-10 nets vs 10-10 contests. People can collect
10-10 numbers either way, but it is a contest when a time period is set
and awards are given for most QSO points. Otherwise, it is just a net.
So there could be "30-30 nets", but not "30-30 contests", even though
the same information would be exchanged either way.
