Have to point out that this is an ARRL rule, not an FCC policy. It
applies to contests that they sponsor. In general it is followed by
other contest sponsors everywhere who write it into their own contest
rules.
In a word, formal contests stay off of WARC bands by gentleman's
agreement among contest sponsors, who embed that in the specific
contest rules.
There is NO Part 97 mention.
