Isn't the General question pool up for a revamp?  It seems like a
question or two on this topic would be appropriate for 2 reasons.
First, it raises the subject to hams studying for HF privileges and will
help make them aware that operation at 5 MHz is a tad different than
elsewhere.  Second, it means that when the ARRL and Gordon West publish
new exam prep books, they will write up nice explanations of why this
needs to be done.  Perhaps they could be encouraged to provide white
papers on this topic available to all amateurs, and then add the
material to the study guides when the new pool is introduced.
