I'm sure there will be a Part 97 revamp soon, but understand that this =
is an
unusual and probably temporary situation.=20

There were NO channels set aside for Hams. We are getting to use some
channels assigned to ANOTHER service on a secondary, non-interfering =
basis.
That's why there are 'channels'.=20

In any case, Part 97 requires that we keep all of our sidebands INSIDE =
the
amateur allocation, so I'd expect that we have to ensure that nothing =
slops
out of the assigned channels.=20

There are sure to be issues with ops who don't know what their rigs are
doing, and perhaps some further comment on the situation is important, =
but
it's the same situation any ham working near a band (or subband) edge =
now
faces.=20

Isn't the General question pool up for a revamp? It seems like a =
question
or two on this topic would be appropriate for 2 reasons. First, it =
raises
the subject to hams studying for HF privileges and will help make them =
aware
that operation at 5 MHz is a tad different than elsewhere. Second, it =
means
that when the ARRL and Gordon West publish new exam prep books, they =
will
write up nice explanations of why this needs to be done. Perhaps they =
could
be encouraged to provide white papers on this topic available to all
amateurs, and then add the material to the study guides when the new =
pool is
introduced.

Dale N9XD
