Actually not, Roy. The FCC R&O  specifies the center frequency of the
occupied bandwidth of 2.8 KHz (max) so we need to set our dials for the
channel-specified frequency minus 1400 Hz. That should put the center of our
transmitted signal bandwidth very nearly on the "center frequency" specified
in the FCC R&O. In other words, we are allowed to occupy a band centered on
the specified channel frequency + and - 1400 Hz.

In any event you are doing us all a favor in pointing out that we must be
careful using these new channels to avoid being in a neighboring channel
which could mean serious problems for the operator and for the Amateur
Service.
