[Elecraft] Fine RIT

I think it's AFIL and PF1 at the same time.  You have to be listening
through some filter other than OP1 (or the first filter) to have it work. 
While FINE RIT is working, when you hit XFIL it will toggle you between
the first filter and the filter where you selected FINE RIT.  I use it for
PACTOR; works good.
