My comments:

I have already seen one answer to your question that I agree with.  One
thing that I feel is important was not mentioned.  STATIC DAMAGE IS
CUMULATIVE.  Only the most sensitive components are likely to fail because
you caused damage while building.  As was already stated, the parts are most
sensitive to damage during the build process.  However, I would continue to
recommend a wrist strap even when working on a completed rig.

Another thing that many do not realize:
    Paper is a major source of static.  DO NOT place components, or the
board being worked on, onto a piece of paper.  This is the best reason for
using an anti-static mat.  We want to keep the sharp pins from damaging work
surfaces and paper is the easiest thing to use.

Remember that we are talking about solid state components, not resistors and
coils.  However, a resister can hold a static charge if placed on a highly
charged surface before being inserted into the board.  Normal precautions
normally prevent problems and it will not be the resistor that is damaged if
it discharges static into the board as it is inserted.

For perspective, it may take years before a damaged component fails and it
may require a couple of small shots before it sustains enough damage for
premature failure but I do not take such chances.

Just my thoughts and opinions.
