Lynn,

Do you have some SWR on the coax on 20?  Try using another 50 ohm dummy load
if you can get your hands on one.  If you are not using a dummy load and get
readings like that, all could be quite normal.
Secondly, how much coax do you have between the K2 and the external
wattmeter?  More than a couple inches could be your problem
Thirdly, can you really trust the reading of your external wattmeter?  They
usually vary by 10 to 20 percent.

Try taking the external wattmeter as well as its coax line to the K2 (use
the same connection as your external wattmeter now sees) and then see
whether the reading on the K2 now matches what the external wattmeter was
reading when it was connected.  That little chunk of coax can make a big
difference in readings.
