[Elecraft] KAT100 no relays switching

     I'm building the KAT100-1, and I'm starting in on alignment and test
(page 27.)

     I have the necessary KS MPU and IOC version installed.  The K2/100 and
the KAT100-1 are being powered off separate cables on the same Astron RS-35M 
linear supply (underneath the desk on the floor.)

     When I power things up, the KAT100-1 LEDs come on and the ATU menu entry
now shows all the menu items that I would expect for the KAT100.  When I tap
ANT1/ANT2, the LEDs on the KAT100 switch, the ANT2 indicator on the K2 
display comes on, and I hear a momentary blank of the receiver audio, but I 
do not hear any relays switch.  Listening to on-the-air signals, with a dipole
plugged into ANT1 and a jumper connecting the KAT100 RF IN jack to the KPA100
antenna jack, it's clear that ANT1 is always active - if I plug the dipole
into ANT2, I never get a signal.

     Rotating the power knob on the K2/100 causes the HI/LO power LEDs on the 
KAT100 to do the expected thing.

    When I go into MENU->ATU, I can cycle through all the C0-C8 and L0-L8 
positions, and _never_ hear a single relay click.

    I'm assuming that I didn't get a batch of 18 dead relays - but what 
did I do?
