[Elecraft] KPA100 current drain test

I'm at the final testing stages of a KPA100.  I have calibrated with either a Fluke DMM or an Oak Hills WM-2 qrp wattmeter.  Things have gone smoothly during testing except Key down current drain testing which is supposed to fall in the 12-18 amp range at 100 watts.  All bands except 80 meters fall within the 12-18 amp range.  80 meters reads 23 amps in the QRO range--from 11 watts up.  I was hoping to avoid stupid soldering iron tricks and thought I had done so, but one never knows...Any suggestions of where to look and what to do next???
