[Elecraft] sorry for the non elecraft question

if you look on any callsign list you will find that 4ya-4yz are set =
aside for the international civil aviation organization.  Obviousely =
this is not a country and an internet search brought up their website, =
but I can find no relation to amateur radio or anything with them having =
any callsign.  Anyone on here know what this is?  This has been buggin =
