1) With power off, unplug the DSPx module.

2) re-apply power and check the +5V.  If it is OK, the DSPx may be at fault
or it may not have been inserted correctly (I've done the latter myself...)

3) If the +5V is still bad, remove power and remove the MCU from its socket.

4) Re-apply power and check.  If the +5V is OK, the MCU was probably
backwards in its socket (I've done this, too).  Re-install it very
carefully!

5) If it is still bad, start looking for shorts across things like the 10 uF
electrolytics, or some of the TO-92 parts being in the wrong locations.
