[Elecraft] K2DSP troubleshooting advice

Well, I got my K2DSP assembled, powered up the rig, no LED.  Hmm, that
can't be good.  Just for grins, I checked and the RTC is showing --, so
it is not talking, and pressing AFIL tells me the filter is not
installed. No smoke, flames or phenolic smell.

So I get out the voltmeter.  I am expecting VCC measured at the output
of U2 to be 5V, but I am only getting 1.3 V.  The input is 13V as
expected.  I suspect this means that either U2 is messed up somehow, or
something is crowbaring it to 1.3V.  Resistance check shows about 4.3K
ohms from the output pin to ground.

What I am looking for is advice from the experts on where to go next.
Clipping the output pin and seeing if that restores a 5V output seems
pretty drastic.
