As mentioned, it is an IARU recommendation. In practical terms, it
provides at least three bands where hams can operate without having to
worry that the frequency they use will be clobbered by contesters coming
on to the same frequency or so close to them that it makes it impossible
to make a QSO or to continue one.
Any one who has tried to use, or listen to, the main HF bands during a
major contest weekend (CQ WW or WPX, for example) can attest to the fact
that there are virtually no frequencies available that are free of contest
activity. Even long standing nets have problems operating during such
events. Its not such a problem with smaller contests like QSO parties
however.
