By following the procedure in the manual for S LO and S HI, your S-meter
may be as stingy as mine.  I'd like to see a procedure in the manual for
calibrating S HI for 50 or 100 uV = S9 (or whatever "standard" you wish).

Prior to that, the procedure for adjusting R1 on the control board should
be so that no AGC is developed with the AGC turned on and the antenna
disconnected.
