You're right on!!!  An SWR of 1.0:1 over a wide frequency
range is called a Dummy Load.
There was a series of articles by Walt Maxwell (W2DU/W8HKK)
called "Another look at Reflections" that explains the reasons
why it's ridiculous to try to get that 1.5:1 SWR down to 1:1.
I think it's available on the ARRL web site!
There's always been a lot of confusion between standing waves
and reflected power.
His articles clear it up.
