The gain of an antenna has absolutely nothing to do with any antenna
tuner used.  You should pay attention to the gain curve of the antenna
relative to frequency.

I'm not familiar with T.G.M. quads, however most cubical quads have their
max gain slightly off to one side of resonance and max F/B off to the
other side (max gain and max F/B do not occur at the same frequency). 
The gain curve is broad across a relatively broad frequency range while
the F/B ratio curve is relatively narrow.
