[Elecraft] K1 Voltage Check Problems

I'm building the K1-4 right now,  and got to the voltage check on pp. 30 of
the manual and am having a problem.  Test on P1 pin 15 show no volts, 16
shows what it should, U3 pin 5 shows no volts, and U3 pin 6 show no volts.
Not sure where to start.  Any suggestions anyone?
