Note that this will not damage the SLA itself.  13.8 volts is plenty of
voltage to not cause the battery a problem with surviving.  The problem is
that it is not enough voltage to charge the battery.

As I read what you have written above, you will not deliver enough voltage
to help the battery recover any lost charge.  SLA batteries do
self-discharge and should be floated at least at 14.0 volts to recover from
this.

If you can provide a different method of recharging then you will not have a
problem but you should provide some periodic recharge to keep the battery
topped off.
