Actually, the wire size will not affect the inductance all that much unless you
can't fit the amount of turns that are called for. However, you should use the
correct wire size.
Also, using an inductance meter is a bad idea unless it can be adjusted to
measure the inductance at the frequency that the toroid will operate at. The
effect of the core material is dependent on frequency.
The short answer is 'follow the instructions and don't worry about it'.
