I should have been more careful of words, and should  have left out "quarter
wave" before "stub".  But, also,
You cannot willy nilly fold wire close to itself without interaction
canceling your shortening technique.   Wires folded into U shaped dipoles
work well, as does folding in the plane of the wire by maintaining an acute
angle so the resulting dipole looks like the letter "Z" from above.

My point was that linear stubs and coil loading are OK, but placing two
antenna conductors in very close parallel state causes interaction.
