[Elecraft] KAT100 LED assembly

He's referring to the slight 'added' width of the leads themselves about 
1/4" before you get to the base of the LED. It looks as though the leads 
have been 'held' tightly by something, which makes the leads just a wee bit 
wider at that point. Actually, I suspect it where the leads have been cut 
from a ribbon on leads during manufacture.
