Bruce, 

With my headphones, I had to turn up the AF gain to about the 3 o'clock 
position to get sufficient audio to hear background noise.

If you press the band up / down buttons -- do you hear a burst of noise? 
If you do, that could mean the audio amp is OK, but you have a problem 
further back in the receiver.
