[Elecraft] KSB2 Construction Question

After reading all the very interesting and technical Q's and A's here, I
feel a little apologetic asking a simple, picky mechanical question like
this, but here goes:  In constructing the KSB2, I'm at the fourth assembly
step on page 12, which states (in bold font) "These lock washers go between
the standoffs and the PC board, NOT between the PC board and screws as on
the control board".  Yet, on page 6, the illustration accompanying the 6th
assembly step clearly shows a lock washer going between the ATU Control PC
board and the standoff.  To me, the step on page 12 conflicts with the
illustration on page 6.  It appears that one lockwasher one spacer between
the boards gives enough clearance.  What is the preferred or correct way of
installing this hardware?
