My radio does this as well. I thought it was just part of the result of the
design decision to "pull" the PLL reference frequency by the DAC, and then
slew it back to "normal" when a PLL step was encountered.  I find it usually
happens when I am tuning in an SSB station and trying to get the voice pitch
correct on 17m or 20m.  Sometimes the frequency will jump many tens of Hz,
might even be a few hundred Hz in some cases..
