I would look in the area of U3 and check the voltagers around it. Make sure
you don't have a short between pins 6 & 7 of U3 on the front panel board.
Pin 6 is the input for Bank1 (the common for all Bank 1 functions) and 7 is
the input for the SPD RD ( Speed Rd). I suspectg you might have a solder
bridge between Pins 6 & 7 on U3.
