Peter,
I hope that somebody gave you some good pointers off-list, but since I see
nothing on-list I will give you my idea and you can post the right answer
for others who may be curious. This is how we all learn.
This sounds to my like something wrong in the power sensing portion of the
rig. 10 watts on the 2 watt setting is a real clue. The rig is either
sensing the amount of power being produced wrong or it is driving the power
control wrong (or no control connection). If the display says that you have
set it for 2 watts, then the CPU is trying to only produce 2 watts and
failing for some reason.
